Who can serve legal documents in Pennsylvania?
- Under Pennsylvania law, original process generally must be served by the sheriff, unless a court orders otherwise.
- For other documents (subpoenas, notices, etc.), a competent adult who is not a party to the case may often serve them. “Competent adult” means at least 18 years old and legally capable.

What is “service of process”?
Service of process is the legal procedure of delivering legal documents (such as summonses, complaints, subpoenas, court orders) to a person or entity to officially notify them that a legal action involving them has begun.

Pennsylvania Process Serving Requirements
In addition to service by the sheriff, original process may be served also by a competent adult in the following actions: equity, partition, prevent waste, and declaratory judgment when declaratory relief is the only relief sought.
